Thanks Jeffrey, I have just downloaded the zip file template for Windows. The PSD file is opened normally by PSE 11 editor. I typed normally in Arabic (after choosing Arabic as input language by windows). Then I dragged the layer to the target opened photo. The Fonts were easily changed through the font option of the text box. Thanks.

I assume you want to write Arabic text in an psd image file. First you can just try enter the arabic text into a text area using Type Tool, then select the whole text and change the font to a unicode font (e.g Arial Unicode MS) or an arabic font. In the design test window I can write from Right-to-Left as it should be. I can also write Right-to-Left without problems in the default Windows Notepad.
